This document is based on the provisions set out in the 2025-2026 Edition of the ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air (Technical Instructions) and the 66th Edition (2025) of the IATA Dangerous Goods Regulations (DGR). The “One Big Beautiful Bill” (OBBB), passed by Congress in July 2025, modifies key elements of the Inflation Reduction Act’s (IRA) clean electricity tax credits. Among other changes, the bill accelerates solar and wind phaseout dates: projects must be placed in service by the end of 2027 or begin.
